President Ends Push to Deploy Guard to Los Angeles, Chicago, Portland

President Donald Trump announced his intent to remove National Guard troops from Chicago, Los Angeles and Portland in a Dec. 31 Truth Social post.

The decision came after the Supreme Court declined to stay a lower court order that prevented the administration from federalizing and deploying the National Guard within Illinois. 

In October, the president directed Secretary of War Pete Hegseth to send 300 Guardsmen to Chicago for the purposes of protecting federal personnel and property.

In June, Trump federalized more than 4,000 California National Guardsmen to assist in the protection of Federal property, a decision opposed by the state’s governor.

The Guardsmen were on Title 10 orders under the command of U.S. Army North’s Task Force 51.

The state of Illinois and the city of Chicago sued to challenge the deployment, which is the case about which the Supreme Court issued its decision. 

About 100 members of the Oregon National Guard remain federalized in Portland, according to the New York Times citing the Northern Command. 

The higher court’s Dec. 23 action does not impact the Guard’s role in the D.C. Safe and Beautiful, Joint Task Force District of Columbia mission, which is being conducted under Title 32.

The mission launched in August 2025 presently includes Guard personnel from Alabama, Arkansas, Georgia, Indiana, Louisiana, Mississippi, Ohio, Oklahoma, South Carolina and West Virginia.

The D.C. mission has been extended and Guardsmen could remain in the city through the summer of 2026.

Elsewhere, the Tennessee National Guard have played a supporting role in the Memphis Safe Task Force, an agency-wide initiative launched in September. The Guard began regular patrols in October in cooperation with Memphis city officials.

On Dec. 22, Chief Pentagon Spokesman Sean Parnell announced up to 350 Louisiana National Guard members were being activated on Title 32 status through Feb. 28, 2026. 

“Operating under [Louisiana] Governor [Jeff] Landry's command and control, this mission will directly enhance the safety of Louisiana's residents and the enforcement of federal laws,” said the Pentagon statement.
