Legislative Program Manager, Air National Guard 

Reports to: Vice President, Government Affairs 
This position is based in Washington, D.C. There is no option to telecommute. 

Summary: Responsible for the development, coordination, and execution of all NGAUS legislative objectives with Congress in force structure, training, equipment procurement, and installations while maintaining relationships with key senators, members of Congress, and congressional staff by performing the below duties.

Duties and responsibilities

Lobbies Congress in coordination with the NGAUS president, VP–Government Affairs, and legislative team.

Leads the formulation of lobbying engagement strategies and plans that effectively promote NGAUS legislative program goals.

Advises NGAUS Vice-President and officers on overall legislative strategy and may serve as NGAUS spokesperson on any National Guard issues related to the association or its membership.

Drafts legislation and appropriations requests for NGAUS priorities and analyzes congressional legislation involving National Guard interests.

Coordinates legislative & lobbying efforts with industry partners.

Tracks legislative actions and provides guidance, strategy, and expertise to relationship partners on National Guard issues.

Develops facts sheets with background information on legislative initiatives for Congress.

Drafts and distributes questions for congressional hearings related to all National Guard programs and NGAUS strategic priorities.

Maintains close relationships and leads outreach efforts to primary relationship partners to further NGAUS strategies and campaigns.

Prepares and presents legislative analysis information and reports as requested.

Develops congressional testimony for NGAUS chairman and president when assigned.

Develops themes and topics for educational events for congressional staff and members when tasked.

Provides legislative updates for groups visiting NGAUS and daily to member inquiries.

Attends and supports NGAUS during congressional hearings and other forums.

Attends and presents at the NGAUS annual conference and exhibitions, including receptions, state association conferences, receptions, defense, related seminars and networking events within the congressional defense industry and military communities.

Drafts legislative alerts and talking points for all National Guard programs and advice on proper timing for distribution to members.

Composes, edits, and reviews written inputs and advice on legislation communication through various communications media, including the NGAUS website, to ensure currency of joint information.

Conducts background research and investigates National Guard Air MILCON, cyber or mental health program issues.

Supports the NGAUS resolutions process with primary emphasis on air programs.

Assists with plans and preparations for air legislative activities at the annual conference.

Assists resolutions chair in directing and running air resolutions meetings.

Coordinates and oversees all air task force activities, including combat, mobility, and mission/combat support.

Collects and prepares the air legislative resolution objectives for the annual NGAUS legislative objectives book.

Maintains a comprehensive summary of all legislative successes.

Assists NGAUS VP–Government Affairs as requested.

Performs other duties as assigned.

Reasoning Ability

Ability to apply common sense understanding to carry out instructions given in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. 

Computer Skills

To perform this job successfully, an individual should know Microsoft Word and Microsoft Outlook. 

Education/Experience

Master’s degree preferred. At a minimum must have a bachelor’s degree (B.A./B.S.) from a four-year college or university, and two to four years of related experience and training; or an equivalent combination of education and experience. 

Certificates and Licenses

Registered lobbyist (must be eligible to be registered)

Industry Liaison  

Reports to: Director, Membership, Marketing & Development 
This position is based in Washington, D.C. There is no option to telecommute.

Summary: The Industry Liaison is the primary interface between corporate partners and the National Guard Association of the United States. Basic functions include administering the NGAUS Associate-Corporate membership program along with the execution of several key events, most notably Industry Day and those at the annual Conference & Exhibition. The Industry Liaison is responsible for revenue generation through dues payments, registrations, and sponsorships.  

Essential Duties & Responsibilities

Develop and execute a comprehensive annual plan to recruit and retain corporate members of NGAUS.

Develop marketing messages and campaigns targeting corporate membership.

Manage and oversee the monthly membership renewal process to ensure timely and accurate renewals.

Provide regular reports on renewal metrics, including renewal rates and member feedback.

Follow up promptly with members who have not renewed by their expiration date, using a consistent and professional outreach strategy.

Provide superior service to prospective and current corporate members.

Work closely with tradeshow vendor to secure sales for annual conference.

Plan and execute various events at annual conference.

Plan and execute all facets of the annual NGAUS signature event - Industry Day, working closely with the NGAUS Event Coordinator.

Cultivate corporate donors for the National Guard Educational Foundation.

Work closely with Corporate Advisory Panel (CAP) and Board of Directors, collaborate with the CAP to gather expert input, feedback, and strategic recommendations relevant to organizational goals and initiatives.

Represent NGAUS at various events.

Maintains contacts with the National Guard Bureau.

Works cross-departmentally with every NGAUS directorate.

Develop, organize, and maintain comprehensive records and filing systems (digital and/or physical).

Performs data entry, including AMS and annual products and services guide.

Perform other related duties as assigned.

Staff Writer

NATIONAL GUARD magazine, the official publication of NGAUS, is seeking a staff writer to help cover National Guard issues and defense-related matters in Washington, D.C., and nationwide.

In addition, the selected candidate will also write for the weekly NGAUS e-newsletter and assist with other projects in the NGAUS Communications Department.

The position requires familiarity with the military. Some travel will be required. The selected candidate will work most days from the National Guard Memorial, the NGAUS headquarters in Washington, D.C. Photography and video skills are a plus.

The salary range is $60,000 to $70,000. The benefits package includes medical coverage immediately and a 401(k) with a 7% match after six months.
