The Issue

National Guard and Reserve servicemembers face unique mental health challenges compared to active component servicemembers, such as limited access to timely, quality care and programs tailored to reserve component operational needs.


  • Continue authorization of and appropriating funds to the National Guard mental health pilot program.
  • Authorize the Department of Veterans Affairs (VA) to provide behavioral health counseling, psychological trauma counseling, or outpatient mental health services without referral, which may include a comprehensive individual assessment, to any member of the reserve component.
