NGAUS is a member-based organization and input from our members forms the basis of the NGAUS legislative agenda. Our duty is to support the National Guard by lobbying the United States Congress.

The Resolutions Process
Learn about the resolutions process and submit draft resolutions to NGAUS for consideration.
Submission
State Association Presidents, Executive Directors and Resolutions Chair are responsible for uploading proposed changes to standing resolutions, new resolutions, and any state or territory co-sponsorships.
Members are encouraged to draft and submit resolutions through their state, territory, or the District of Columbia during the spring and summer months. Once a draft resolution is approved at a state conference, it must be submitted to NGAUS for consideration at the General Conference & Exhibition.
All resolutions must be submitted by close of business on July 1 for consideration at the NGAUS General Conference & Exhibition.

Review
Once the collection of proposed state resolutions is submitted to NGAUS, staff review them and solicit input from the NGAUS Task Forces and the National Guard Bureau. Task Force membership is comprised of National Guard subject matter experts in their military careers.
Adoption
During the NGAUS General Conference & Exhibition, delegates representing the 54 states, territories, and the District of Columbia debate and vote on draft resolutions. Once adopted, these resolutions are formalized as standing resolutions.
In the fall, NGAUS legislative staff collaborates with Task Forces to develop a legislative plan for the upcoming Fiscal Year (FY). A Legislative Objectives book, which features all standing resolutions, is then distributed to State Association Leadership, Industry Partners, and NGAUS Task Forces.
