Amend Title 10 Section 12310 to include Explosive Ordinance Disposal capabilities, for the purpose of providing unexploded ordinance (UXO) identification, stabilization, and removal to Civil Support Teams (CSTs) in all 54 states and territories.
Recommendation Information
Many states do not have military installations equipped with (EOD). Civilian Bomb Disposal assets are often limited on response capability based on jurisdictional lines and or fiscal constraints. Further, even with these assets there are many areas either left uncovered or lacking explosive expertise regarding military munitions. Adding an active EOD team to each state's National Guard will give states an asset to cover military unexploded ordinances (UXO).

The National Guard requires a minimum of a seven personnel Title 32 Explosive Ordinance Disposal team comprised of one E7 NCOIC, two E6 Team Chiefs, and four E5 Explosive Ordinance Technicians. All team members should be Explosive Ordinance Disposal Qualified through their branch specific technical training. The EOD team should fall under control of the Survey Section Team Leader as a deployable asset that mirrors deployment standards set forth by the survey section of the Civil Support Teams.

As the National Guards' only 100% full time operational force the Civil Support Weapons of Mass Destruction Team (CST /WMD), is the optimum location for an additional emergency response element such as Explosive Ordinance Disposal Team. These teams are the only full time emergency response elements located within each of the 54 states and territories. CST/WMD’s offer an established command and control system perfectly situated to provide oversight, training and logistics for EOD teams.

AGR resources located within the current force structure and manning should NOT be reallocated within the state for manning. Additional AGR resources are required IOT meet mission requirements.
