Basic Allowance for Housing - Reserve Component (BAH-RC) discriminates against Guard and Reserve as the housing
allowance rate is considerably less than the rate or Active Duty, Active Guard Reserve (AGR), or even a Dual-Status

Recommendation Information
Recommend elimination of the BAH-RC rate and all orders become authorized BAH, based on zip code or duty station
as applicable. With the current verbiage in the Joint Travel Regulation, a guard member performing any length of order
less than 31 days is authorized BAH-RC vs. BAH (zip code or duty station); this includes any modification to an order or
change in status of an order.
Ex 1: Maj Baron is married and on an ACA ADOS order from 1 Oct – 30 Sep (PCS authorized). On 1 Sep, the order is
modified to 1 Oct – 31 Aug so the member can attend an overseas non-contingency TDY from 1 Sep – 20 Sep in a
Title 10 MPA status. On 21 Sep, the member goes back onto an ACA ADOS order until 30 Sep. With the last two sets
of order being under 30 days each, 1 Sep - 30 Sep is considered BAH-RC resulting in a BAH decrease of $440.40.
Ex 2: SSgt Favre is on multiple orders over the course of the summer. 25 May-18 Jun (AT), 19 Jun–2 Jul she is TDY to
North Dakota on (ST), 3 Jul–25 Jul is ADOS, and 26 Jul-18 Aug (ST). The orders are continuous however each is less
than 30 days; authorized BAH-RC for each set of orders resulting in $1,1176.65 less than BAH zip code.
This financial impact is leading to a decreased number of volunteers willing to support important State Partnership
Program initiatives, additional home station taskings, and other overseas requirements. Elimination of BAH-RC would
be a great step in rectifying entitlement inequities between Active Duty and the Guard and Reserves.
