Allow for the placement of State Partnership Program Coordinators and/or State Partnership Program Directors positions on the Joint Duty Assignments List, allowing states to have access to becoming fully joint qualified officers within the National Guard.
Recommendation Information
Sec. 1205, FY 14 NDAA establishes the State Partnership Program as a program of record. The Program allows exchanges between NG and foreign partner military forces, security forces or other government organizations whose primary function includes disaster or emergency response. This program also allows NG to conduct military-to-civilian activities related to disaster/emergency response and domestic core mission areas with proper Secretary of Defense approval in conjunction with Secretary of State concurrence and Congressional notification. Through the NDAA, SPPC/SPD work directly with a myriad of U.S. and Foreign military service components, State Department, state/federal agencies and non-government organizations (NGO). Recent updates to DoDI 5111.20, State Partnership Program, establish biannual assessment of SPP activities in each GCC. This assessment to the GCC objectives for SPP in each partner nation requires that SPPC/SPD apply input to Country Support Plans for SPP engagements and Regional Support Plans (RSP), which are included into the CCMD’s Guide for Employment of the Forces (GEF) (currently Commanders Estimate). These plans outlining linkage to theater, regional, country objectives, which provide an assessment of effectiveness of SPP activities in achieving theater security cooperation intermediate level objectives. NGB, with state input is required to coordinate security cooperation activities with OSD, Joint Staff, US Army and US Air Force. RSP’s will coordinate/communicate strategic guidance and regional initiatives from OSD, DoD program managers, DoS to CCMDs, States, and ANG/ARNG. This change allows coordination of SPP activities with country team, CCMD desks and program managers, Services/ Components, ANG/ARNG, DoD/USG program managers. These current changes meet and exceed the requirements set forth by the GNA of joint matters. Joint matters are related to the achievement of unified action by integrated military forces in operations conducted across domains such as land, sea, or air, in space, or in the information environment, including matters relating to: national military strategy, strategic planning and contingency planning, command and control of operations under unified command, national security planning with other departments and agencies of the United States, or combined operations with military forces of allied nations.
