Proposal Statement
The National Guard Association of the United States in recognizing the importance of National Guard bases, armories, and related infrastructure in conducting Title 10, Title 32, and DSCA missions, supports initiatives to incorporate utility and infrastructure improvements to enhance mission assurance through energy assurance.
Recommendation Information
- Recognizing NG bases and armories are dependent on national electrical grids for power and that these electrical grids are aging, vulnerable to natural disaster, physical, and cyber threats.
- Whereas the NG continues to field advanced weapon systems requiring increased demand for energy and reliance on robust, cyber secure utilities to operate these systems
- Whereas the DoD published Defense Energy Program Policy Memorandum 92-1 Department of Defense Energy Security Policy; DOD Energy Policy 4180.01; and the National Guard has established supporting policies to promote energy resiliency, optimize demand ,and assure energy supply to installations. Further, that those policies direct investment in infrastructure which maximizes energy efficiency, resiliency and cyber security
- This infrastructure should include integrated, distributed, renewable energy sources, alternative fuels, and should involve upgrading, replacing, current energy systems.
- In addition, these policies call for trained energy program managers, operators, and maintenance personnel and to incorporate training programs to ensure energy efficient operation and maintenance (O&M)
- Whereas National Guard Soldiers and Airmen are the critical component in enhancing our energy awareness, security, and resiliency will require the National Guard Bureau and senior leaders to foster an energy aware culture and require that energy considerations are forefront in all planning and mission execution
- That NGAUS recognizes and supports efforts in meeting overall energy storage, distribution, and control enhancements for base and armory utility infrastructure by increased funding of advanced sustainable technologies, training, manpower.
