The current process for authorization of Title 32 502(f) orders authority for National Guard members requires approval from multiple entities within the DoD that are inconsequential to a National Guard disaster response and create a multi-layered bureaucratic process that is ineffectual for timely use of the National Guard in domestic operations. Amend the Title 32 502(f)(2) authorization process by eliminating unnecessary Title 10 DoD approval authorities (CCMD, SECDEF/ASD HD/GS). Upon approval of a Mission Assignment from FEMA and authorization from the POTUS, allow the NGB to issue authorization to each State USPFO for Title 32 502(f)(2) orders. Additionally, allow the NGB to provide others States' USPFOs supporting the disaster the same 502(f) authority. Provide Stafford Act funding from FEMA/DHS directly to the NGB to fund the 502(f) authority in lieu of providing the same funding to State governments for reimbursement of State Active Duty when requested by the State. This process will allow Soldiers/Airmen to receive all associated benefits of federal orders (LOD/medical coverage, retirement benefits, etc.) when responding to a federally declared disaster versus responding as State employees with limited or no associated benefits.
