Proposal Statement
To allow for more effective planning and execution, provide a minimum of $20 million in annual funding to National Guard Counterdrug (NGCD) Schools. Furthermore, congress should fund NGCD Schools with a distinct line item in the Department of Defense Counternarcotics Central Transfer Account (CTA), and not as a project code (PC 7415). Recommendation Information
Recommendation continued: Setting a minimum level of baseline funding and distinct line item in the appropriation will stabilize this critical homeland defense mission and will ensure congressional intent is clearly executed once appropriated.

Justification: National Guard Counter Drug (NGCD) funding for NGCD schools has been substantially decremented in the President's Budget Request (PBR) the last two fiscal years (FY) and has been completely unfunded for FY15. Congress has been instrumental in adding to the PBR, but funding has typically been received late enough in the FY, that under execution of vital resources is the outcome. The majority of NGCD funding is utilized for pay and allowances for the soldiers and airmen of the National Guard to perform this vital homeland defense mission of counter drug training support to other DoD agencies, COCOMS and law enforcement agencies (LEA). Some funding has been utilized to pay contractors (where it makes sense) to provide critical CD training at the NGCD schools. After two years in this funding cycle, NGCD schools have already sustained substantial decreases in their ability to support other DoD agencies, COCOMS and LEAs based on uncertainty of funding to pay soldiers and airmen to perform this critical training mission. Establishing a baseline level of funding to the 5 NGCD schools is critical to ensuring the National Guard can continue to support the training of our DoD, COCOM and LEA partners in their vital homeland security/defense mission to counter transnational organized crime.

By funding as a distinct line item in lieu of project code within the CTA, Congressional intent can not be misconstrued.
