Proposal Statement
Support purchase of anti-corrosion protection and prevention covers with Vapor Corrosion Inhibitor (VCI) and accelerate the availability of National Stock Numbers (NSNs)
Recommendation Information
DOD spends $20.9B annually to correct corrosion damage and issues caused by corrosion. (LMI-Logistics Management Institute Presentation of Maintenance Symposium titled "Impact of Corrosion on Cost and Availability to DoD". Eric Herzberg, November 14, 2012).
For example-the US Army spends $1.6B annually on ground vehicles-a portion of which is $700M for body/frame and $535M parts.
As determined by Department of Defense-and validated by the Corrosion Prevention and Control Integrated Product Team
(CPC IPT)-Major Drivers of Cost of Corrosion on typical combat arms equipment are:
• M1Tank ($191M) - $98K-$134K per tank
• M109 Howitzer ($34M) - $50K per vehicle
• Bradley ($32M) - $22K per vehicle
Field evaluations in challenging environmental conditions of temperature extremes, high humidity, coastal salt spray, ultraviolet rays, etc. validate that Corrosion prevention covers for ARNG equipment-including but not limited to Combat Vehicles, Tactical Wheeled Vehicles, Field and Air Defense Artillery Systems, Aviation, Engineering and all other relevant ARNG equipment-dramatically reduce the effects of corrosion on equipment, are cost effective and portable.
Evaluation results showed?
• Less than 1% corrosion in Protected (covered) areas
• Over 85% corrosion in Un-Protected areas (not under the cover)
The above business case is compelling however there are not sufficient funds in the Operations and Maintenance budget for units to purchase what they need to cover valuable equipment and Pacing Items. Higher Maintenance Costs (Manpower and Repair Parts)
and lower Equipment Readiness results. Further, NSNs set up for other Services cannot be easily purchased by the Army National Guard. This needs to be remedied administratively.
