Increase flexibility and remove funding restrictions that currently hamper states in their conduct of State Partnership Activities.
Recommendation Information
10 USC 341 presently states "The Secretary of Defense, with the concurrence of the Secretary of State, is authorized to establish a program of "activities" described in paragraph (2)." 10 USC 341 should be updated to allow GCC travel funding to be used in conjunction with annual training pay and allowances in support of Partnership activities. This could be accomplished with a line in the NDAA stating essentially the following: "The State Partnership Program generates partnership events in fulfillment of multiple strategic goals and the events have both operational and training benefits. To maximize this synergy of effort, any combination of Geographic Command operational or security cooperation travel, pay and purchasing authorities may be used in conjunction with any National Guard training or operational travel, pay, and purchasing authorities to support State Partnership Program activities." Also, congress should require an annual survey of all SPP States to solicit areas of improvement and anannual working group consisting of reps from SPP States, NGB, COCOM, USPFO, JAGs, Under SecDef - Policy, toaddress such issues identified. Finally, congress should designate the Under SecDef – Policy as the binding adjudicator of conflicting interpretations of authorities and usage of funds among various DOD entities. This will harmonize the way SPP is implemented globally among the dozens of DOD entities that are not in a direct reporting or command relationship.
