With limited resources and recent national efforts to add Title 10 reserve military forces to Domestic Support to Civil Authorities (DSCA) first response, it seems that now is the time to consolidate resources to gain tactical efficiency, by congress directing that the Army/Air Force Reserves be merged into the Army and Air National Guard under Title 32 of the US Code.
Recommendation Information
The US Army Reserve and US Air Force Reserve should be merged into the Army and Air National Guard under Title 32. When you examine what the role of the National Guard and that of the Reserves, they are very similar. Due to it's dual role responsibility the National Guard simply adds more value for the taxpayer dollars. The National Guard has proven to be exceptionally capable for Domestic Support to Civil Authorities (DSCA) response under Title 32 led by the Governor/Commander in Chief and when needed for national defense is better suited to be activated under Title 10 to serve as the nations premier combat reserve led by the President/Commander in Chief. As it is, the reserve components compete for missions and limited resources. Lessons were learned during the Vietnam War that when the nation goes to war it must include it's National Guard, who come from every community in America. State and locally based forces are much better represented, bring many unique skills and will have the support of the community. State/territory based National Guard forces have proven to be able to recruit, administer, train and lead it's forces more effectively. Regionally based Reserve units have difficulty in several areas such as; filling billets, conducting unit training and providing adequate administrative support to it's members. This effort should be treated like any corporate merger. Direct all US Army Reserve/US Air Force Reserve force structure including personnel, equipment, facilities and budget within a state to be received by the United States Property & Fiscal Officer (USP&FO) to fall under the administration of the state Adjutant's General and led by the Governor's. Direct any redundancy or duplication of HQ's support to be eliminated providing efficiency and savings. The US Code Title 32 would have to be changed to allow for Individual Mobilization Augmentee (IMA) and a mechanism for Individual Ready Reserve (IRR) which could both be facilitated by the National Guard Bureau (NGB). NGB manages similar efforts already. The US Navy, the US Marine Corps and US Coast Guard all have one Active Component (AC) and one Reserve Component (RC). We have evolved tremendously from the days of GEN George Washington's Continental Army initially established with militia from New England to the 21st century with our current robust operational force, which is always ready, always there. Like the other services, it is time for the US Army and the US Air Force to have one Active Component and one Reserve Component.
