Support authorization and appropriation for the purchase and maintenance of the necessary shelters and trained personnel to give the National Guard assets similar to the Air Force’s Bare Base sets or the Army’s Force Provider sets.
Recommendation Information
The National Guard is currently tasked to support both the Nation Building portion of the National Pacific Rim Strategy and the Disaster Response portion of their respective State Missions. Ordinarily they rely on other agencies such as The Red Cross to provide housing for the displaced citizens in either of their taskings. These can be long waits where the weather has destroyed everything around them and spoiled the water. The National Guard needs to control the area they are responsible for and to do so they need to be able to bring the equipment and trained personnel to establish both bed down and transit centers.

Equipment should be placed in the Mission Essential Equipment List (MEEL) for the Homeland Response Forces (HRF) and the CBRN Enhanced Response Force Package (CERFP) units in the respective regions.

Because of the cost of owning and maintaining these sets and the need for the trained civil engineering personnel these sets should be assigned to regions as deemed necessary with the appropriate units of personnel authorized (Army Engineers or Air Force Prime Beef and Red Horse units) within the regions to respond to the required situations. Equipment associated with these systems should be packaged for C130 airlift movement.
