Allow Non-commissioned Officers and Warrant Officers to work on civil works in USACE Districts
Recommendation Information
The Water Resource Development Act (WRDA) of 1936 sets up the construct for military personnel to work at U.S. Army Corps of Engineers (USACE) district and division headquarters in civil works projects. This work includes locks and dams, channels and waterways, environmental regulatory work on waterways, flood control, and other USACE functions. The original act only allow commissioned officers in the grade of 2LT and above. The proposed amendment would allow warrant officers and non-commissioned officers to serve in a Title 10 capacity in these assignments. National Guard personnel would apply to work in an Active Duty for Operational Support (ADOS) capacity, through Tour of Duty or another means. The Chief of Engineers' office is championing this amendment. The resolution would lend NGAUS support to the amendment because it widens opportunities for National Guard personnel. Additionally, current federal law prohibits “troop labor” from being used on USACE Civil Works projects. Many National Guard and reserve units are in close proximity to Corps of Engineers’ sites, and opportunities abound for mutually-benefiting activities, where National Guard troops could gain valu-able real world construction experience and USACE could get need work accomplished. A further changes to the WRDA should amend 10 U.S.C § 2012 to include Army Civil Works programs among the activities eligible to receive support from military units.
