Proposal Statement
Streamline reserve component duty statuses into the three categories: Active Duty for Operational Support, Active Duty for Training, Readiness and Administrative Functions; and Inactive Duty while standardizing benefits
Recommendation Information
Streamline inefficient pay structure while providing equal pay and benefits for equal work:
The Military Compensation and Retirement Modernization Commission (MCRMC) identified key issues with the varied duty statuses within the Reserve Component (RC). NGAUS strongly supports streamlining RC duty statuses into three categories. The three categories of duty (Active Duty for Operational Support, Active Duty for Training, Readiness and Administrative Functions, and Inactive Duty) are aligned by primary purpose with the associated proposed benefits. These categories intentionally encompass many duty descriptions as we know them today which would provide the latitude to perform any or all duties required. The recommended change to three duty statuses will allow for better alignment of compensation/benefits to the level of work required as well as normalize the same for members conducting similar work. When working to consolidate duty statuses, Congress should use care to ensure a standardization of benefits within each mission performed rather than the manner (voluntary vs involuntary) in which Airmen are activated/mobilized. Benefits provided for mobilization for a mission should also be provided to Airmen that volunteer for the same duty.
