Authorize inclusion of a mobile mesh self-healing networking system in all Civil Support Teams
Recommendation Information
The Adjutants General employ the Weapons of Mass Destruction Civil Support Team for state response under the direction of the Governors to support civil authorities at a domestic incident site. Civil Support Teams’s are required to provide on-demand broad spectrum and secure communications capabilities through the Unified Command Suite to incident sites. The addition of a wireless mobile mesh network system extends and enhances the communications capabilities of the Civil Support Team by allowing continuous and instantaneous routing of wireless and wired connections and enabling complete network mobility, robust fault tolerance, high throughput and low latency, with zero maintenance or administration and complimentary to the existing capability.

The most effective wireless mobile mesh network system is NSA compliant at least five mobile mesh wireless radio nodes for relaying transmissions across multiple frequencies integrating ruggedized man-portable, battery-powered wireless transmitter-receivers for portable relay capabilities, allowing for automatic frequency matching for the most efficient route possible. The network must remain fully operational even when nodes are lost or radio frequencies are jammed. Each radio automatically moves its packet traffic to the next available radio node, using the most efficient radio frequency available. National Guard Bureau is successfully conducting a pilot program using Civil Support Teams in Hawaii, Oregon, California, Massachusetts and the District of Columbia. Mississippi is evaluating the system as an enhancement to extend administrative networks at installations.
