Fund for National Guard Civil Support Teams, Homeland Response Forces (HRF) and CBRNE Enhanced Response Force Packages (CERFP) for robotic equipment to assist with surveillance and reconnaissance, chemical, biological, radiological and nuclear (CBRN) detection, building and route clearance, explosive ordnance disposal (EOD), HazMat handling, and improvised explosives device (IED) detection.
Recommendation Information
Change item G, expanding the required units from CST only to CST, HRF and CERFP. Includes language providing for transportation capabilities and annual maintenance funding stream.

When directed by proper authority and upon consent of the Governor(s), the Homeland Response Force (HRF) alerts and assembles within 6-12 hours; on order, deploys and conducts command and control; casualty assistance; search and extraction; decontamination; medical triage and stabilization, Fatality Search and Recovery to save lives and mitigate human suffering. The CSTs detect and identify CBRNE agents/substances, assess their effects, advise the local authorities on managing response to attacks, and assist with requests for other forces. The CERFPs locate and extract victims from a contaminated environment, perform mass patient/casualty decontamination, and provide treatment as necessary to stabilize patients for evacuation. Robots need to operate in confined spaces such as laboratories, culverts, ditches, sewers, attics, crawl spaces, and roof-tops, requiring manual search by a response member in full HAZMAT gear, unnecessarily exposing him/her to hazardous materials. WMD-CSTs, HRFs, CERFPs response teams require a minimum of one lightweight CBRNE robot for each of the units.

Robotic equipment systems must include haul capability with prime mover and an annual maintenance funding stream.
