The National Guard has no system of record to effectively track personnel, equipment and purchases during a domestic operations response. The system would need to identify the different statuses the personnel may be in to be appropriately calculated and paid (SAD/T32/ADOS, etc), equipment utilization costs (fuel/hours, etc), and tally the bill to be reimbursed. Additionally, the system would identify who the bill payer would be (FEMA, state, etc). The system would be operational throughout the event until conclusion and ensure reimbursement requests are submitted in a timely manner. Daily PERSTAT and LOGSTAT reports should be generated to ensure leadership has a clear picture of the response. The system should also be integrated with current personnel and logistics systems within the National Guard. In February 2022, NGB sent an RFI NGB-NGCC-R709-22 to identify the process to account for personnel during JRSOI, EMAC, DOMOPS, or ANY mission. Additionally, the RFI requested requirements desired in a JRSOI, EMAC, DOMOPS Personnel system.
