Ask Congress to authorize and fund a ten year program for Homeland Response Command and Control, including
authorization for an operational laboratory approach, user training, as well as priority fielding to States with Homeland Response Force (HRF) headquarters and Appropriate Funds within the annual National Guard Appropriation for this purpose at $10M per Year.
Recommendation Information
a. Climate changes are warning bells signaling the necessity for preparedness now; all states are especially vulnerable to the impacts so we must act quickly and deliberately.
b. Governor Neil Abercrombie of Hawaii, a member of the Departments of Defense/Homeland Security Governors’ Council and the State, Local and Tribal Leaders Task Force on Climate Preparedness and Resilience, has issued guidance to take every step possible to mitigate and respond to the array of dangers confronting his Islands.
c. The Hawaii National Guard has embarked to make the Governor’s vision of the Hawaiian Islands as a learning laboratory for providing a model on local and regional collaboration a reality.
d. As part of this pursuit Hawaii conducted an exercise, which included the validation of our Hawaii Homeland Response Task Force. During this exercise a number of individuals and organizations experienced in mitigation and emergency response from across to the Pacific Region we solicited to observe, provide comments and make recommendations.
e. These inputs and the lessons learned from the Task Force validation, highlighted a need for an Integrated Command and Control and Intelligence System which includes the ability to share full situational awareness with the supporting Homeland Response Force (HRF) Headquarters in California, the National Guard Bureau, adjacent states, Federal Agencies.
f. A review of existing or evolving systems intended for the Armed Services lack the incorporated system architecture that a modern “full spectrum” information age response requires.
