President Trump signed a budget agreement into law on August 3 that set spending levels for the next two years. The Trump administration and Congressional leaders agreed that national defense spending levels be $738.0 billion for Fiscal Year (FY) 2020 and $740.5 billion for FY21 (this agreement only set topline levels and did not provide an appropriation).
Congress continues its consideration of FY20 defense legislation and is negotiating a final FY20 National Defense Authorization Act (NDAA). The negotiators, also known as the Conference Committee, are members of the House and Senate Armed Services Committees. They are responsible for formulating one final bill based on versions of the NDAA passed by the House and Senate. The final bill will then be voted on by the House and Senate and, if approved, sent to the president to be signed into law.
The NGAUS legislative staff is engaging with the Conference Committee to ensure provisions beneficial to the National Guard are included in the final NDAA. NGAUS sent a letter to the Conference Committee leaders requesting several provisions favorable to the National Guard, including key NGAUS priorities, be included as part of this effort.
Additionally, NGAUS legislative staff continues to engage with Congressional appropriations leaders on top FY20 priorities. Engagement is particularly focused on Senate Appropriations Committee offices regarding Army and Air National Guard funding provisions, including UH-60M Black Hawk procurement and C-130 modernization and recapitalization.
