Provide access to readily available, affordable and reliable childcare for National Guard Service Members.
Recommendation Information
Recommend that NGAUS support funding to initiate childcare programs for National Guard Service Members.

Funding would be used to subsidize childcare during drill weekends and annual training in order to relieve financial burden of childcare that would mirror benefits afforded active duty service members. Funding would be used to strengthen and expand the relationship between Boys and Girls Clubs of America in collaboration with Operation Military Kids (OMK) programming in order to provide childcare as a drill weekend program. Funding would further help expand the National Guard Child and Youth Program to run programming on drill weekends and annual training, and assist in building partnerships with organizations versed in providing childcare. In order for partners to provide childcare funding is needed for transportation logistics, operational facilities for childcare, ensuring quality childcare, and staff compensation for providing childcare to National Guard Service Members.

Currently women make up approximately 17% of military ranks, and research consistently shows that females in leadership roles leads to a stronger, better balanced military. Yet, research also shows a key decision point for female service members leaving the military is the difficulty accessing reliable, readily available, and affordable childcare. Conservatively a Service Member is estimated to pay $300 - $500 per drill weekend based on a 10 hour day with travel. Providing a subsidy will reduce the financial burden for Service Members of all ranks, particularly lower enlisted. Providing childcare during drill weekends and annual training will enable Service Members to remain overnight, limit travel, provide for military children, open opportunities for military children to build resiliency and lasting relationships with others, and potentially reduce the childcare burden while improving work-life balance. Childcare initiatives will eliminate childcare obstacles for females, especially single parents, dual status parents, and dual working parents serving in the National Guard.
