Proposal Statement
Upgrade of the APG-63(V)3 Active Electronically Scanned Array (AESA) radar. All F-15C/D's need to be fit with a common state-of-the-art radar to detect, track, and target traditional and asymmetric threats for homeland defense and In-Theater air combat. The current F-15C/D fleet fields 4 types of APG-63 radar suites. Additionally, have the AESA radar integrated with an identification (ID) system capable of merging multiple types of passive and active IDs.

- Program/Activity Report language requested:
- The F-15C/D fleet is currently equipped with four separate radars. Maintaining, training on, and modifying four separate radar dilutes the weight of effort for a single radar. Additionally, adding new common capabilities to all four radars has become prohibitively expensive.
- Embedded Multi-spectral search / track / target capabilities - Electronic Attack (EA) consistently out-paces Electronic Protection for radars.
To combat EA, the F-15C requires passive sensors that fuse with the AESA radar to enable effective targeting in radar jamming environments. Additionally, identifying friends versus foes in a heavy EA environment requires an ID system capable of merging multiple types of passive and active IDs similar to the ALQ-128v1.5 (see EWWS request w/ FY18 start) and Mode 5 Air-to-Air Interrogator/ Identification Friend-or-Foe (AAI/IFF).
- RDT&E Budget Item Justification PB 2019 Air Force Exhibit P-3A currently states:
- The APG-63(V)3 AESA radar upgrade includes F-15C/D aircraft equipped with all variants of the APG-63 radar. The (V)3 AESA upgrade significantly improves Reliability, Maintainability & Supportability (RM&S), and substantially improves operational effectiveness and combat lethality of the existing APG-63 equipped aircraft. Other avionics which support radar functionality may also be upgraded. Upgrade kits funded by the Air Force reflect the separate cost to install the kit in the year of installation. The installation cost for kits funded with congressional adds or OCO funding is included in the Group A/B kit cost in the procurement year. Requirement: CDD 21 Apr 2005 Funding may be used to resolve Diminishing Manufacturing Sources/Material Shortages (DMSMS) and/or obsolescence issues. DMSMS activities may include, but are not limited to, bridge buys, life of type buys, buys to protect production schedule, and minor engineering efforts for redesign. DMSMS costs are included in Group B NRE; SE/PM costs are include in the Group B recurring. To account for Automatic Transformer Rectifier Unit (ATRU) kits that were not installed on the first 136 APG-63(V)3 radar upgrades, $10.169M of funding has moved to MOD number 8816, APG-63(V)3 Common Config.
- This program, P-3A Mod 8754, F-15C/D IFF Mode 5, is a new start. Mode 5 is a secure AAI/IFF system for identifying friendly aircraft. Employing a radio waveform different from secure Mode 4, Mode 5 provides vastly improved performance with a robust encryption scheme. The Mode 5 modification effort is for the F-15E and F-15C/D aircraft. This effort also includes 1) ICS started under MN 8745 and 2) Retrofit/installation of AAI/IFF kits on the F-15C/D.
