It is the recommendation of the National Guard Association of California that the National Guard Bureau, the Department of Defense, and the Congress of the United States to authorize and appropriate funding to authorize and appropriate funding to provide additional funding for F-15 Airborne Electronically Scanned Array for all ANG.
Recommendation Information
Air National Guard F-15Cs are the backbone of forces assigned to perform the Homeland Defense mission by protecting the United
States from attacks by airborne threats. F-15Cs are on alert to detect, intercept, identify and potentially destroy airborne vehicles
ranging from bombers to the smallest pilotless air vehicle. Operating six combat-coded F-15C squadrons, compared to three in the
Active Duty, the ANG also possesses the majority of the air superiority assets available for Air Expeditionary Forces (AEF) to perform
Offensive & Defensive Counter-Air missions. Air Force Air Expeditionary Forces F-15Cs have performed over 600 alert scrambles
since Sept. 11, 2001.
The F-15C Active Electronically Scanned Array (AESA) radar is on the Guard's FY14 Critical Combat Capabilities List. Since FY06,
Congress has included money for this unfunded ANG requirement. The AESA program completed System Development and
Demonstration, received a favorable Operational Assessment and Fielding Recommendation and the first AESA equipped F-15C was
delivered to ANG in April 2010. To date, 24 F-15Cs equipped with APG-63(V)3 AESA radar have been delivered and a total of 39 ANG
AESA systems have been funded by Congress.
The ANG F-15C units operate the only combat-coded legacy systems in the Combat Air Forces (CAF), and the Air Force currently has
no plans to upgrade them to the AESA radar. The DoD’s strategic pivot to the Pacific has adjusted the ANG requirement for F-15C
AESA radars in order to effectively support the combatant commands and protect the Homeland. The ANG requirement has been
modified to account for the 32 combat-coded ANG aircraft with legacy APG-63(V)0 radars that are not otherwise scheduled to
receive an AESA upgrade. Further, the amendment allows each operational ANG unit to provide AESA-equipped F-15Cs for
worldwide deployment while simultaneously providing 24/7 HD at Aerospace Control Alert (ACA) locations. Finally, the AESA is
required to create the physical space needed for installation of the ADCP II mission computer, which is the foundation of fleet
commonality.
