Secure funding for Virtual Clearance Training Suites to support training for the newly activated Brigade Engineer Battalion Counter Explosive Hazards Clearance Platoons.
Recommendation Information
There are insufficient Virtual Clearance Training Suites available to train the additional 24 Army National Guard Route Clearance Platoons created via the addition of a Brigade Engineer Battalion to each Brigade Combat Team. The original fielding of Virtual Clearance Training Suites was one suite for each of the 28 Engineer Companies designated with the Route Clearance Mission. The Army purchased 28 Suites allocated to: Army National Guard - four, Army Reserve - eight, and Active Component - sixteen (four of which are outside the Continental United States). The recent brigade combat team reorganization tripled the number of clearance platoons without a concurrent increase in training suites. This has minimal impact on the Active Component as they have sufficient simulator capacity on each installation to meet their training needs. It has no impact on the Army Reserve as they have no Brigade Combat Teams. Only the Army Guard has a shortfall due to both increased number of platoons and their geographic dispersion. To compound the training challenge, the large mine resistant ambush protected vehicles have axle weights that exceed allowances for use on many roads. Also, Federal Aviation Administration restrictions on ground penetrating radar use in the United States and Environmental Protection Agency digging/excavation restrictions make it impossible to train all individual, crew and collective training tasks in a live environment. Other than using surrogate vehicles at the National Training Center, the Virtual Clearance Training Suite is the only system that facilitates training Army Guard clearance units on all clearance tasks within the Continental United States. Current estimates indicate a shortfall of 12 to 14 Suites. This shortage can be partially mitigated by a complex movement matrix as the systems are mobile (self-contained in five 53' semi-trailers), however this will leave some units without a training capability on some drill weekends and there will be a greater shortfall during overlapping Annual Training periods. Our initial analysis indicates a minimum requirement for eight additional suites. A cost benefit analysis will likely show cost savings can be achieved by buying more systems as opposed to frequent moves of existing systems.
