•As of 2023 the Army National Guard has only achieved modernization of 53% of the UH-60 fleet. With four-hundred twenty-nine (429) legacy aircraft remaining out of nine-hundred twenty-one (921) total required, the Army National Guard (ARNG) is not postured to fully-modernize until 2037.

•Previous modernization goals set to field nearly three (3) times as many UH-60V aircraft by the end of FY23 but were delayed by DA resourcing, shifting the ARNG modernization timeline by two years. Announced curtailment of the UH-60V program yielded a reduction of three-hundred eleven (311) aircraft from the program with the promise of replacement UH-60M’s though production capacity and budget constraints will translate to delays in ARNG modernization of nearly 15 years.

•Emerging strategies to mitigate these impacts incorporate a combined reduction of total authorizations, paired with the cascade of UH-60M model aircraft from the Active Duty (Compo 1).

•With the emergent modernization strategy requiring aircraft fielding to the ARNG over the next ten (20) years, Compo 1 will begin fielding the next generation of aircraft, the Future-Long Range Assault Aircraft (FLRAA) before the ARNG has finished modernizing to the current generation. This means that the ARNG will be operating a legacy aircraft fleet before it can finish modernization.

•The newest UH60L aircraft in the ARNG fleet have reached end of useful life (17-22 years) with the oldest aircraft in the fleet being a 1983 production year (40 years old).

•The UH60 black hawk is the Army National Guard's most critical aviation asset in support of Homeland Security and Defense Support to Civil Authorities (DSCA) missions. To carry out both its title 10 and 32 missions effectively and safely, the Army National Guard must have a comprehensive modernization program for the UH-60 fleet that does not continue to see delays caused by shifting priorities.

•It is imperative that the Army National Guard be programmed for an increase in UH-60M procurement to account for reductions and delays in UH-60V production. Total modernization of the UH-60 fleet calls for divestiture of all legacy UH-60L’s from the ARNG. Resourcing must support an additional multi-year contract with Lockheed/Sikorsky's beyond 2027 in order to ensure modernization goals are fulfilled and the ARNG can eliminate its legacy UH-60L fleet by 2039.

•Budget adds (marks) of an additional 10 aircraft per year can accelerate this modernization timeline by as much as 5 years, allowing divestiture of the UH-60L fleet by 2034.
