Proposal Statement
Procurement and adoption of a Federal Information Processing Standard (FIPS) validated, multi-protocol, hardware-based security key with phishing-resistant credentials to enhance the secure and frictionless authentication in support of increased interoperable access to DoD, interagency, and mission partner fixed and mobile systems where Common Access Cards are impractical or incompatible. Multi-protocol refers to storage and support for PIV certificates and FIDO2 credentials all on the same authenticator.
Recommendation Information
Guard members need a hardware-based security key that enables secure access to local, state, territorial, and Department of Defense applications, systems, and networks where the Common Access Card (CAC) is not practical or infeasible. Hardware-based security keys provide multi-protocol, phishing-resistant credential storage, cross-platform compatible, plug-and-play authentication and do not rely on network connectivity. Equipping the National Guard with these portable and durable keys supports readiness, reporting, training, and education activities for community-based and geographically dispersed units and personnel. Moreover, hardware security keys support State Partnerships, Counter-Drug, Domestic Operations, and disconnected operational activities during national or state emergencies, enabling cyber resiliency and connectivity across multiple platforms, protocols, and devices.
