Procure initial combat and training inventory of GBU-39B/B Laser Small Diameter Bomb Increment One (Laser SDB-1) All -Up-Round weapons for Air National Guard (ANG) F-16, A-10, and MQ-9 Squadrons.

The large majority of ANG F-16 aircraft and all A-10 & MQ-9 aircraft do not have the capability to drop the current (or planned) Combat Air Forces (CAF) Inventory of precision small diameter bombs, essentially eliminating them from engaging on targets that require high precision with low collateral damage and moving/relocatable target capability - ever increasing demands of the Combatant Commanders. Air Force Special Operations Command (AFSOC) procures and routinely employs the Laser SDB-1 in combat, and the weapon easily adapts to the ANG Blk 30 F-16 fleet and (with some minimal effort) can be added to the A-10. AFSOC has funded MQ-9 Laser SDB-1 integration, which when completed in 2020 will also enable ANG MQ-9s. Adding weapons to this inventory and making them available to the ANG will ensure continued relevancy in the battlespace.

The Boeing Laser SDB-1 is a 250 lb. class precision-guided glide weapon including the proven features of the standard Small Diameter Bomb One (SDB-1, GBU-39/B), while adding the ultra-precise Laser JDAM Seeker (DSU-38). LSDB was fully developed and tested in 2013, and began initial combat deployments with AFSOC in 2014. Since that time, Laser SDB-1 combat expenditures have steadily increased due to its unique Close Air Support and Urban Warfare capabilities. The Laser SDB-1 is the only compatible U.S. 250 lb-Class Miniature Munition capable of providing very high precision and moving/relocatable target capability to the A-10 and vast majority of ANG F-16 aircraft (Block 30), but is also fully compatible with Post-Block F-16s. Key capabilities include:

- Inherent Off-Axis Targeting capability, coupled with very high precision & moving target capability greater than Laser JDAM (GBU-54)

- Combat Proven Laser Guidance, effectively countering GPS jammed/denied environments

- Flight profile flexibility for both low time-of-flight close-In attack or extended standoff-range engagements

- Large Mission Loadout (4 rounds per rack) identical to standard SDB. Loadouts can include a mix of standard SDB-1 and Laser SDB-1

On 10 August 2017, an ANG AFRC Command Test Center (AATC) Block 30 F-16 conducted a live drop of LSDB against a moving vehicle as part of a simulated enemy convoy, resulting in a direct hit totally destroying the target vehicle, while causing minimal or no damage to the other vehicles. LSDB was mounted on existing inventory BRU-61/A bomb rack and SDB support equipment, using the current F-16 Operational Flight Program (OFP) unchanged. An initial Fleet Weapon Clearance can be rapidly completed to clear initial loadouts for F-16 Combat use. Once cleared, all ANG F-16 units can be quickly outfitted with this key combat capability, matching similar Active Component CAF F-16 precision miniature munitions capabilities.

This resolution advocates the initial combat & training inventory procurement of 1000 GBU-39B/B Laser SDB-1 weapons to equip deploying ANG MQ-9, F-16 and A-10 units.
