Ultio Crati (UC) is a HUBZone-certified apparel manufacturer based in Chicago, IL. While our specialty is American-made commodity apparel (e.g., shirts, polos, hoodies—straightforward apparel items to produce), we have developed relationships with, and work closely alongside, other domestic manufacturers to cover textile-based needs outside our niche (such as bag, hat, and athletic wear manufacturers).

Additionally, through the organizations we’ve partnered with over the past few years, UC has been building a marketplace primarily designed for Government Procurement Cardholders (GPCs). Our focus with MPASS (Marketplace for Acquisition of Strategic Supply) is to bring small, non-traditional defense contractor (non-TDC) manufacturers like us to the table with “de-risked,” compliant, reportable, and—in most cases—made-to-order products and, eventually, services, that are easy to procure and report. Given the current geopolitical environment (both international and domestic), it makes sense to foster an ecosystem where non-TDCs can build the past performance necessary to support Joint Service-level, Individual Service-level, and even program-specific requirements. We all recognize the need for more capable, proven domestic suppliers actively engaged as both prime contractors and subcontractors for these programs.

Helicopter Original Equipment Manufacturer (OEM), We make helicopters in Philadelphia for the USA and the world as a subsidary of Leonardo Helicopters Deivision from Cascina Costa Italy (outside Milan) and Leonardo SpA headquartered in Rome, Italy.
Leonardo Helicopters USA, Inc. (LHUSA) is the Helicopter Division’s entity for US Department of Defense and Foreign Military Sale procurements and programs. Established in 2019 and now located in Alexandria, VA, LHUSA is a FOCI-mitigated entity that leads business development, program management, engineering, support, and strategy for the company’s military programs, including the MH-139 Grey Wolf for the U.S. Air Force and the TH-73A Thrasher for the U.S. Navy.
LHUSA is closely linked to AgustaWestland Philadelphia Corporation (AWPC) a wholly owned subsidiary of Leonardo SpA and operates as Leonardo’s Helicopters Division for North and Central America. Operating in Northeast Philadelphia, PA since 1980 and employing nearly 1,000 people in 2023, AWPC produces the best-selling AW139 twin-engine helicopter and the AW119 single-engine helicopter, and will soon certify and produce the AW609, the world’s first commercial Tiltrotor. AWPC also provides customer support and maintenance for the entire Leonardo Helicopters product portfolio and training for pilots and technicians. In 2018, AWPC opened a blade repair center in Broussard, Louisiana and in 2025, will open a new comprehensive customer support center in Milton, Florida.

Semper Sky is a service-disabled veteran owned small business that supports local and state emergency managers with aviation-enabled situational awareness and community-driven coordination tools. We focus on three areas: drone payload software integration, crewed and uncrewed aviation operational support for small jurisdictions, and public-facing technology that helps communities stay organized during disasters.

Our flagship capability is the Ready, Resilient, Real-Time Disaster Interface (R3DI). R3DI gives Emergency Managers an easy way to turn the community’s mobile phones and hobbyist drones into an organized source of ground truth, even when communications infrastructure is disrupted. The system helps identify needs, track resource exchanges, support in-app communication, map impacts, and maintain order by providing a bottom-up flow of information while keeping command authority with the jurisdiction. Any drone not registered in R3DI is flagged, which strengthens local airspace awareness in a neighborhood watch style model.

Semper Sky also assists counties that need short-term aviation capacity, including drone operators for damage assessments and crewed aircraft support during emergencies. We integrate mission-specific payloads, provide live-feed wildfire and flood support, and help rural jurisdictions establish reliable airborne sensing capability without large fleets or specialized staff.
