It is proposed that NGAUS actively support the initiatives outlined in the Military Chaplains Act of 2025 and any further Secretary of War directives expanding the capabilities of the Chaplain Corps, ensuring the National Guard is fully included in all considerations and funding.
Recommendation Information
For over 250 years, the Chaplain Corps has played a vital role in the U.S. military’s holistic health, grounded in the First Amendment. In response to the Secretary of War’s imperative to revitalize the Chaplain Corps—and recognizing the unique stressors faced by Guard members—this resolution formally elevates spiritual readiness alongside physical and psychological health. Adopting it enables NGAUS to advocate for the Military Chaplains Act of 2025 and related directives that restore chaplains as “moral anchors” and empower them as ministers and agents of hope for Guard members, authorized Civilians, and their Families. The resolution urges Congress and the Department of War to integrate spiritual readiness into readiness metrics; increase funding for National Guard Full-Time Support Chaplains, Religious Affairs Service Members, and key programs such as Strong Bonds and Building Strong and Ready Teams (BSRT); and, strengthen the chaplain’s dual role as clergy and staff advisor while modernizing the Corps as a critical component of readiness and resilience.
