Proposal Statement
Establish a "Western Training Center" directly supporting Unmanned Aircraft System platoon mobilization and currency training and MannedUnmanned Teaming (MUM-T) capability development
Recommendation Information
1. A "Western Training Center" (WTC) is essential to address a capacity shortfall for Unmanned Aircraft System training to support Title 32 and mobilized Title 10 requirements. Unmanned Aircraft System Platoons can now address a broad range of State humanitarian assistance/disaster relief requirements and are in high demand for mobilized use by Combatant Commands.
2. A WTC is needed to meet the growing demand for Manned Unmanned Teaming (MUM-T) capability development essential for both Title 10 and Title 32 roles. A WTC located in Arizona would also offer ideal flying conditions in excess of 350 days/year.
3. The Army's Aviation Restructuring Initiative (ARI) clearly focuses Army aviation future onto MUM-T tactics, techniques, and procedures (TTP) development. An Arizona based WTC would optimize the opportunity to develop these TTP in collaboration with other Arizona based U.S. Air Force and Air Guard manned and unmanned platforms; thus assembling joint TTP from the start.
4. Fort Huachuca already hosts the US Army's RQ-7 Shadow Military Occupational Specialty training. Provisioning a National Guard WTC at Fort Huachuca could leverage existing expertise and streamline MUM-T capability development and TTP development for National Guard, active duty Army and joint teams from one geographically convenient location.
5. The Fort Huachuca site not only offers ideal flying conditions (noted above), but also has flight operations, hangars, dormitories , and messing facilities with some capacity to address requirements associated with the mobilization, currency, MUM-T capability development training requirements. An Arizona based WTC could be a geographically convenient training location for all units in the Northwestern and Western United States (thus augmenting the successful eastern training range at Fort Shelby).
