Providing competitive bonuses and/or incentives to qualified drill-status soldiers and airmen in critical career fields or positions with extensive training requirements/credentialing to maintain readiness by retaining fully-trained servicemembers.
Recommendation Information
With the continued economic growth in the public sector, recruiting and retaining drill status (M-Day) members with specific skill sets into the Air and Army National Guard is becoming increasingly more difficult. The aviation career field has been the most publicly acknowledge however there are critical shortages in other specialties related to contracting, cyber, military intelligence, and other Science/Technology/Engineering/Mathematics (STEM) sector positions.
This effort should include an incentive for members retiring from the Active Guard Reserve (AGR) program to continue service as a Drill Status Guardsman (M-Day) member. The AGR segment of the total force is essential to maintaining readiness throughout their careers and the force is losing members at the pinnacle of their careers due to their status and retirement eligibility (federal technicians often serve for over 30 years in the military). Enabling the National Guard to continue to leverage their experience and knowledge for force employment and training is critical to increasing readiness now and into the future.
