Proposal Statement
Establish a National Guard Community Innovation and Readiness Partnership Initiative to strengthen recruiting, workforce development, innovation, and homeland readiness through collaboration with educational institutions, public safety agencies, emergency management organizations, industry, and nonprofit partners.
Recommendation Information
The National Guard plays a unique role in supporting both national defense and domestic emergency response. Building enduring partnerships with educational institutions, public safety organizations, emergency management agencies, industry, and community organizations will strengthen future recruiting efforts, improve workforce development, enhance interoperability, and promote innovation supporting Army and Air National Guard missions.
To strengthen readiness and develop the next generation of National Guard Soldiers and Airmen, the National Guard Association of the United States supports:
A. Establishing a National Guard Community Readiness, STEM, and Workforce Development Partnership Initiative to encourage collaboration among National Guard organizations, educational institutions, public safety agencies, emergency management organizations, industry, nonprofit organizations, and local communities.
B. Authorizing National Guard recruiting organizations to develop partnerships with universities, community colleges, career and technical education centers, high schools, public safety academies, and workforce development organizations.
C. Supporting regional and national innovation competitions that promote careers in aviation, engineering, cybersecurity, robotics, artificial intelligence, emergency management, logistics, communications, autonomous systems, disaster response, and homeland security.
D. Encouraging joint participation by National Guard personnel, firefighters, law enforcement officers, emergency medical services, emergency management professionals, students, educators, and industry partners in innovation challenges, emergency response exercises, and STEM outreach activities.
E. Supporting internship, apprenticeship, cooperative education, mentorship, and scholarship opportunities that connect students with Army and Air National Guard units, public safety organizations, emergency management agencies, and industry partners.
F. Developing partnerships that strengthen recruiting into critical military occupational specialties and Air Force specialty codes while increasing awareness of civilian career opportunities supporting national security and emergency preparedness.
G. Encouraging the National Guard Bureau to coordinate with federal agencies, state National Guards, educational institutions, public safety organizations, emergency management agencies, nonprofit organizations, and private industry to maximize available resources, improve community resilience, and expand workforce development opportunities.
H. Supporting annual community innovation and readiness events that showcase National Guard capabilities while strengthening relationships among military organizations, first responders, educators, students, industry, and local communities.
