Resource ARNG Aviation within Army Total Force Modernization by fielding the MV-75 to the ARNG as the 3rd unit equipped and every third unit thereafter.
Recommendation Information
Building on the original Future Vertical Lift and Future Long Range Assault Aircraft programs, the Army has identified the MV-75 Cheyenne as it’s transformational tilt-rotor capability, offering twice the speed and double the operational range of legacy rotary-wing aircraft. To fully leverage and harness this platform, the Army National Guard (ARNG) - comprising approximately half of all Army Aviation - must be integrated as an active partner from the start of a modernization strategy. True Total Force modernization requires fielding the ARNG in the third unit equipped and every third unit thereafter. This "1-in-3" fielding sequence preserves active-duty fielding priority while providing a predictable modernization pathway for the Guard. The resulting end state achieves a deliberate, concurrent modernization of one-third of the future fleet, plus a distributed, scalable force with affordable depth for the Pacific, Europe, and the homeland. Early ARNG integration is not a future stationing decision; it leverages the Guard’s operational and institutional influence to secure this transformational capability, with a high return on investment that secures a stable, enduring fleet. Ultimately, the Guard’s dual missions in combat and state emergency response capitalize on the MV-75’s increased speed, range, and flexibility; MV-75 improves disaster response, search and rescue, emergency logistics, and support to civil authorities during large-scale emergencies while ensuring the Total Army retains its most sustainable and combat-ready fleet.
