Modernize Mobilization Authorities and Clarify Administrative Command Relationships for Air National Guard Deployed-in-Place Operational Missions.
Recommendation Information
That the National Guard Association of the United States urges the Department of the Air Force, the National Guard Bureau, and the United States Congress to modernize mobilization policy for qualifying long-term deployed-in-place operational missions by transitioning, where feasible and legally authorized, from voluntary activation authorities under 10 U.S.C. § 12301(d) to appropriate involuntary mobilization authorities, including 10 U.S.C. § 12304b or other suitable statutory authorities.

That mobilization authorities and associated Title 10 and Title 37 policies be reviewed and modernized so that sustained operational contribution not solely geographic deployment location appropriately informs eligibility for statutory protections, retirement credit, administrative recognition, and benefits associated with federal operational service.

That standardized command relationship guidance be established for deployed-in-place Title 10 ANG operational missions by federally designating a Wing level dual status commander, or equivalent, as Title 10 G-series administrative authority for federally activated deployed-in-place ANG personnel assigned from that Wing.

That this designated Title 10 administrative authority retain responsibility for administrative oversight, evaluations, readiness visibility, discipline coordination, awards, accountability, career management, and force management of mobilized deployed-in-place ANG personnel, while operational control remains with the gaining federal mission commander.
