Proposal Statement
Establish a National Guard Digital Readiness and Enterprise Transformation Initiative to modernize administrative processes, improve enterprise technology implementation, develop digital workforce competencies, standardize enterprise automation, and maximize the operational effectiveness of existing Department of Defense digital platforms and information systems.
Recommendation Information
The Department of Defense has invested significantly in enterprise technologies including Microsoft 365, Microsoft Power Platform, Power BI, SharePoint, Microsoft Teams, Army Vantage, IPPS-A, and other approved digital collaboration and data management systems. However, inconsistent implementation, limited workforce expertise, fragmented governance, and continued reliance on manual administrative processes prevent the National Guard from fully realizing the operational benefits of these capabilities.
To improve readiness and maximize the return on existing investments, the National Guard Association of the United States supports:
A. Establishing a National Guard Digital Workforce Development Program to improve enterprise technology implementation across the Army and Air National Guard.
B. Developing standardized digital competency training for Soldiers, Airmen, Title 5 employees, Title 32 Dual Status Technicians, and Active Guard Reserve personnel utilizing approved Department of Defense enterprise platforms.
C. Supporting professional certification opportunities in enterprise collaboration, business intelligence, workflow automation, data analytics, and knowledge management.
D. Encouraging the designation of Digital Transformation Leads or Digital Innovation Coordinators within organizations to assist commanders with implementing approved enterprise technologies.
E. Establishing a National Guard repository of approved automation solutions, dashboards, workflow templates, and best practices to reduce duplicate development efforts across the 54 states, territories, and the District of Columbia.
F. Promoting the replacement of duplicative manual and paper-based administrative processes with secure electronic workflows whenever authorized by law and Department of Defense policy.
G. Expanding the use of enterprise data analytics and business intelligence capabilities to improve readiness reporting, personnel management, logistics, maintenance planning, and commander decision-making.
H. Supporting governance that encourages collaboration, interoperability, and responsible implementation of emerging enterprise technologies while maintaining cybersecurity, privacy, and information protection standards.
