Proposal Statement
Authorize a family housing allowance for service members with dependents who perform a Permanent Change of Station to a professional military education or training location, provided the member maintains the primary residence.
Recommendation Information
This proposal addresses a significant gap in current policy affecting National Guard members who PCS for mandatory PME or training. While recent NDAAs provide housing assistance for members who attend training alone, there is no provision for those who choose to relocate with their dependents. This policy penalizes service members who prioritize keeping their families together during extended temporary assignments, forcing them to absorb the full cost of a second household.
The proposed change would authorize a family housing allowance for members who PCS with their dependents to a training location for 140 days to one year. This directly impacts all National Guard members by amending housing policy to ensure equitable treatment. Establishing this allowance would alleviate major financial strain, support family unity, and enhance readiness by allowing service members to focus on their professional development without facing undue financial hardship.
