Restore the funding for the existing Army Oil Analysis Program to the US Army.
Recommendation Information
Army Oil Analysis Program is a highly leveraged investment in the existing and new Army weapons systems that ensure mission readiness and warfighter effectiveness. With less than $3 million spent annually on the AOAP contract, hundreds of billions of dollars of helicopters, tanks and other equipment are protected and improved, the costs of maintenance and repair managed, ensures weapon system availability for training, and reliability is maintained using lubricant analysis. Oil analysis data has been demonstrated to reduce maintenance and operating costs from 30-50% while extending the life of equipment and components up to 150%. Additionally, analysis of Aviation Ground Power Units ensures cleanliness of air hydraulic fluid and provides flight safety while giving warfighters confidence in weapon systems. Review of data shows that the number of problematic oil samples has been trending down over the last year of the program, demonstrating the positive effects that the expert analysis is having on weapons system conditions and improvement on overall asset readiness. Removing weapon systems from the enrolled equipment of Army Oil Analysis Program and using time based maintenance is more costly and does not allow the National Guard or other warfighters to maintain confidence in weapon systems that are not longer validated through oil analysis. The consolidation of the laboratories also creates a logistical issue with an increased wait time for shipping samples further and increased strain on a singular lab staff to produce results could result in longer wait times for confirming weapon systems readiness and could impact warfighter morale.
