Proposal Statement
Army National Guard Avenger Short Range Air Defense Units should be fielded authorized, modern equipment in order to conduct required expeditionary operations in support of Combatant Commanders (AMDPCS variants AN/TSQ-252, 253(v)1-5).
Recommendation Information
Six of the Seven Short-Range Air Defense Avenger Battalions in the National Guard possess the AN/TSQ-182/183/184 communications shelters. These Shelters are not Information Assurance (IA) compliant, nor does the shelter systems have an approved Authority to Operate (ATO) allowing them to operate within the constructs of the CENTCOM and EUCOM Information Technology (IT) networks. The shelters lack the required networking routers, switches, hardware firewalls, and VPN tunnel abilities (KG-175/250). The lack of these critical components, makes the system far more likely to be compromised during an enemy attack.
The AN/TSQ-182/183/184 C2 Shelters are no longer produced or supported; this
includes the shelter itself and the M1152 HMMWV it sits on.
The current Shelters on hand lack modern external interface/fiber connections. Without the ability to properly route connections through the shelter, soldiers are forced to drill holes/make unauthorized modifications that render the CBRN (Chemical, biological, radiological and nuclear defense) and EMI (Electromagnetic interference) protections offered by the shelter useless.
AN/TSQ-182/183/184 C2 Shelter’s ECU (Environmental Control Units) that provide critical heating/cooling capabilities for internal equipment are going on two decades old. There are no replacement parts or support available. They utilize different power standard (240v 1-Ph), and a different mounting position than newer AMDPCS Shelters; this makes replacement/retrofit an impractical proposition. Failure in a harsh environment will mean all internal systems will have to be remoted out of the shelter. With system remoted out of the shelter, an alternative means of cooling will need to be procured. This will negate the expeditionary capabilities the shelter provides.
