Change the law to allow full-time National Guard duty personnel that work in a permanent capacity in either the National Guard Counter Drug Program or other similar Title 32 operations that support national emergency response to be eligible and receive credit for post 911 GI bill benefits
Recommendation Information
"Chapter 33 is an education program for service members who have served on Active Duty after September 10, 2001 and receive an honorable discharge (38 USC Chapter 33)." The "post-911 GI Bill" was created to provide education benefits to service members who performed duty in support of the Presidential Declaration of National Emergency (DNE) related to the 9-11 terrorist attacks. Verbiage needs to be amended to allow Soldiers who work side-by-side with active duty counterparts who accrue qualifying credit because of their status to also accrue qualifying credit for their performance. This inequality exists in National Guard Organizations such as the Counter Drug Programs. Most of these Soldiers are hired permanently as Full-Time National Guard Duty (FTNGD) and while performing duties along side AGR counterparts who do accrue qualifying time, these FTNGD Soldiers do not.
