To urge the United States Congress to establish a process that covers all out-of-pocket medical costs for National Guard members when completing mandatory, duty-specific medical, dental, and vision care, and to authorize military providers to place and justify these requirements within civilian healthcare systems.
Recommendation Information
National Guard members are often required to pay out-of-pocket co-pays for tests and procedures mandated to maintain their duty-specific physicals (e.g., flight physicals), a cost not borne by their Active Component counterparts. This burden is worsened when military readiness standards require tests that civilian providers are hesitant to perform, creating a conflict that jeopardizes the service member's career.

Because military providers cannot place orders in civilian systems, the soldier is left to bridge the gap alone. A new process is needed to fully reimburse members for these mandatory costs and to allow military medical authorities to directly justify and order these requirements within the civilian healthcare network, ensuring medical readiness is not achieved at the soldier's personal expense.
