Advocate to HAC-D, SAC-D, HASC, and SASC to mandate the recapitalization of legacy-equipped ANG fighter, mobility, and air refueling squadrons with newly procured, advanced aircraft (e.g., F-35A, F-15EX, KC-46A, C-130J). Congress must explicitly require these squadrons be fully resourced with Primary Mission Aircraft Inventory (PMAI) funding, preventing the creation of a "Hollow Force" through the assignment of unfunded Backup Aircraft Inventory (BAI) to meet statutory inventory floors.
Recommendation Information
As the Air Force navigates its oldest and smallest inventory in history against a surging global demand signal, we cannot afford a tiered readiness model that leaves our reserve components under-equipped. Congress must explicitly legislate that these transitioning ANG squadrons are fully resourced with Primary Mission Aircraft Inventory (PMAI) funding. Relying on unfunded Backup Aircraft Inventory (BAI) to superficially meet statutory inventory floors creates a dangerous "Hollow Force"—leaving units with airframes on paper but lacking the flying hours, maintenance pipelines, spare parts, and personnel funding required to generate actual combat sorties. To field a lethal, credible, and seamless Total Force capable of deterring near-peer adversaries, defense committees must mandate both the hardware transitions and the specific, robust PMAI funding structures required to keep our guard aircrews fully trained and mission-ready from day one. This resolution is supported by the CAF Task Force and CAF Nation.
