Establish Ground Based and onboard Sense and Avoid capabilities to enable the safe operation of unmanned aerial systems (UAS) / remotely piloted aircraft (RPA) in the National Airspace System.
Recommendation Information
The rapid adoption of UAS / RPA into all facets of the National Guard requires the instantiation of Ground-Based and onboard Sense and Avoid systems to enable safe Beyond Visual Line of Sight (BVLOS) operations of UAS in the NAS. BVLOS operations are essential to ensure that the National Guard war fighter can “train as we fight”.

Existing Ground Based Sense and Avoid (GBSAA) systems are functionally obsolete and limited to only 11 installations in CONUS. Modernizing and expanding GBSAA infrastructure that is aligned with FAA Part 146 requirements and augmented by onboard detect and avoid systems will also drive significant operational cost savings for training and logistics, as it will eliminate the need for chase aircraft, and the need to relocate personnel and transport UAS equipment to restricted airspace for training missions.

NGAUS urges the Department of the Army and Department of the Air Force to establish and sustain funding for the modernization, expansion, and maintenance of sense and avoid systems necessary to meet FAA requirements for BVLOS operations.
