Establish Ground-Based Sense and Avoid (GBSAA) capabilities to enable the safe operation of unmanned aerial systems (UAS) / remotely piloted aircraft (RPA) in the National Airspace System.
Recommendation Information
The rapid adoption of UAS/RPA capabilities across all National Guard missions requires the establishment of Ground-Based Sense and Avoid (GBSAA) infrastructure to enable safe Beyond Visual Line of Sight (BVLOS) operations within the National Airspace System (NAS). BVLOS operations are essential to ensure National Guard warfighters can “train as we fight” and support homeland security requirements. Current GBSAA systems are functionally obsolete and limited to only 11 bases within the continental United States. Modernizing and expanding GBSAA infrastructure in alignment with FAA Part 146 requirements will significantly reduce operational and training costs by eliminating the need for chase aircraft and reducing the relocation of personnel and transport of UAS equipment to restricted airspace for training missions. NGAUS urges the Department of the Army and the Department of the Air Force to establish and sustain funding for the modernization, expansion, and maintenance of GBSAA systems necessary to meet FAA requirements for BVLOS operations.
