Proposal Statement
The National Guard Association of the United States supports the establishment of a National Guard Digital Transformation Initiative to modernize administrative processes, develop digital workforce competencies, standardize enterprise automation, and reduce unnecessary administrative burdens through the effective use of existing Department of Defense digital platforms.
Recommendation Information
The National Guard currently possesses robust enterprise digital capabilities including Microsoft 365, Microsoft Power Platform, Power BI, Army Vantage, IPPS-A, SharePoint, Microsoft Teams, and other approved Department of Defense information systems. However, inconsistent implementation, limited digital workforce expertise, fragmented governance, and continued reliance on manual or paper-based administrative processes reduce operational efficiency and consume valuable training time. To improve readiness, efficiency, and leader decision-making, the National Guard Association of the United States supports:
A. Establishing a National Guard Digital Transformation Initiative to improve administrative readiness through standardized digital business processes.
B. Developing Digital Transformation Officers or Digital Innovation Leads at appropriate organizational levels to assist commanders with implementing approved enterprise digital solutions.
C. Funding digital workforce education and professional certifications in approved enterprise technologies including Microsoft 365, Microsoft Power Platform, Power BI, SharePoint, data analytics, automation, and knowledge management.
D. Standardizing digital workflow development using existing Department of Defense enterprise platforms to reduce duplication of effort across the 54 States, Territories, and the District of Columbia.
E. Eliminating unnecessary paper-based administrative requirements whenever secure electronic workflow and digital approval capabilities satisfy statutory and regulatory requirements.
F. Establishing a centralized National Guard repository for approved automation tools, dashboards, workflow templates, and best practices to encourage enterprise-wide collaboration and reduce redundant development efforts.
G. Expanding the use of enterprise data analytics and business intelligence tools to improve readiness reporting, personnel management, maintenance forecasting, resource allocation, and commander decision support.
H. Encouraging Army and Air National Guard headquarters to adopt digital-first administrative processes that maximize interoperability, improve transparency, reduce processing times, and increase the amount of available training time for Soldiers and Airmen.
