C-17 “man portable” on-load/off-load 18000 lbs of fuel in less than 60 minutes at locations CONUS and OCONUS.
Recommendation Information
This Man-Portable system can extend the reach of aviation and ground transportation assets into isolated areas experiencing critical infrastructure failure during the first 72 hours following a natural or man-made disaster or combat operations providing a duel use critical capability to the ANG C-17 fleet. The ANG has a Special Fuel Operations (SFO) mission requirement that is unique to the homeland defense and combat operations and has identified and validated shortfalls in the ability to on-load/off-load fuel on aircraft power in both CONUS and OCONUS locations due to lack of enough ground power units at the austere location.
FUNDING JUSTIFICATION – The funding for this equipment is a candidate for National Guard and Reserve Equipment Account (NGREA) Appropriation 0350 and the A3 Flying Hour account and the A4 maintenance account
