Improve Army National Guard Technical Readiness and Retention Through AGR Warrant Officer Grade Plate Standardization.
Recommendation Information
Issue: Army National Guard Active Guard and Reserve (AGR) Warrant Officer grade plate limitations restrict career progression and contribute to early retirement or separation of highly trained technical experts. Loss of experienced warrant officers reduces technical readiness, increases training and replacement costs, and creates gaps in critical technical leadership positions across the Army National Guard.

Recommendation: The National Guard Association of the United States urges the Department of the Army, the National Guard Bureau, and the United States Congress to adjust Army National Guard Active Guard and Reserve Warrant Officer grade plate authorizations to support promotion opportunity through Chief Warrant Officer Four (CW4) in order to improve retention, preserve technical expertise, and strengthen readiness across the Army National Guard. Standardizing AGR Warrant Officer grade plate authorizations to CW4 will improve retention of experienced technical experts, reduce training and replacement costs, preserve institutional knowledge, and improve long-term readiness and force management within the Army National Guard.
