Amend 32 U.S.C. § 709 to allow military technicians who have completed 20 years of qualifying service to voluntarily convert to non-dual status civilian employment.
Recommendation Information
The current dual-status requirement forces highly experienced military technicians from their full-time civilian positions upon military separation, often well before they reach civilian retirement eligibility. This policy creates a critical loss of institutional knowledge and technical skill, directly degrading equipment readiness and creating workforce instability.
