Procure and sustain an integrated cloud based tracking system to track personnel, equipment and purchases during a natural or man-made disaster response to ensure accurate pay to Soldiers and Airmen and submit timely reimbursement requests.
Recommendation Information
The National Guard plays an essential role in responding to natural disasters, emergencies, and complex domestic operations. Across states, however, there is no unified system of record to track personnel status, equipment usage, mission activity, and reimbursable costs during domestic operations. This capability gap creates inconsistent reporting, delays in pay, and significant barriers to timely federal and state reimbursement. Daily PERSTAT and LOGSTAT reports should be generated to ensure leadership has a clear picture of the response. The system should also be integrated with current personnel and logistics systems within the National Guard. A nationally supported, cloud-based personnel, equipment, and cost-tracking capability is essential for the modern National Guard. It ensures mission readiness, operational transparency, accurate pay, and rapid financial recovery for states responding to natural or man-made disasters. Establishing and sustaining such a system will directly enhance the Guard’s ability to protect communities, support civil authorities, and maintain fiscal responsibility during every activation.
