Congress needs to pass legislation ensuring predictable, consistent funding for all National Guard training and explicitly authorize these activities to continue, protected from interruption, during any government shutdown.
Recommendation Information
Unpredictable appropriations and the cessation of operations during government shutdowns create significant, unrecoverable training gaps. Cancelled events must be rescheduled against already scarce resources, degrading Mission Essential Task List (METL) readiness across the entire force. This negative impact is critically amplified in high-risk specialties like Army and Air Guard aviation, where lapses in highly perishable skills directly increase the risk of accidents and potential loss of life.
