Fund and Procure F-15EX Open Mission System Enclave
Recommendation Information
This is a 2026 WEPTAC Critical capability and is supported by both the F-15 WSC and CAF Task Force.
1. Background. ANG F-15s require data from beyond line-of-sight communications utilizing existing Proliferated Low Earth Orbit (P-LEO) constellations to facilitate future missions. Once data is received, an Open Systems Enclave allows that data to be processed and passed directly to the Advanced Data Core Processor (ADCP) via ethernet connection. Current solutions such as OSCAR Box, BIG BIRD, and FOX Box run applications in a universal message standard that allow processing of data at the fighter level. Use of universal messaging and applications allows all ANG MDS’s to leverage the same software development work. The final output of these applications is translated into OFP compatible messages and utilized at the tactical level. This data receipt and processing will allow for greater survivability and lethality of ANG assets, enabling the Long Range Kill Chain.

3. Impact if Not Funded. ANG F-15EX units will be disadvantaged users in future engagements, failing to communicate, process information, and survive in an increasingly information driven fight.
